HR compliance in Qatar is a calendar more than a rulebook. Salaries have a deadline, residence permits expire on fixed dates, Ramadan changes the working day and summer changes outdoor hours. A system that only stores employee records leaves all of that to memory and spreadsheets.

Every month

Wages must reach employees through the Wage Protection System within seven days of the due date, which means a bank-ready salary file from payroll every cycle. Contributions for Qatari employees go to the General Retirement and Social Insurance Authority monthly. Residence permits, health cards and passports expire throughout the year, and a lapsed permit stops a worker from working and exposes the sponsor.

The ERP should generate the WPS file, calculate GRSIA contributions and raise expiry alerts sixty, thirty and seven days ahead, addressed to the person who can act.

Every year

Annual leave accrues at three weeks for the first five years of service and four weeks after, air-ticket entitlements fall due per contract, end-of-service accrues at three weeks' basic wage per year, and fixed-term contracts need renewing before they lapse. Companies in sectors with Qatarization targets report their workforce mix.

Accruals should post to the ledger each month so the year-end provision is a report, not a surprise, and contract-renewal dates should sit beside the residence-permit dates on the same record.

Seasonal rules

During Ramadan the working day drops to six hours and the week to thirty-six. From 1 June to 15 September outdoor work is banned between 10:00 and 15:30. Eid holidays are announced close to the date and shift payroll cut-offs.

What a compliant payroll setup looks like

The employee record holds nationality, sponsor entity, contract type and every document date. Payroll runs on a calendar with cut-offs that respect WPS timing. Attendance feeds overtime at the legal rates. And every calculation is visible on the payslip so a Ministry of Labour inspection or an employee dispute is answered from the system.

Fines for late wages and expired permits are avoidable. The cost is a system that knows the dates, not a bigger HR team.
