Configuring Qatar Labour Law leave entitlements in your HR system

Leave in Qatar is defined by law, contract and company policy, and the HR system has to hold all three correctly or balances and payroll drift. This guide sets out the leave types, the rules to configure and the mistakes that cause disputes.

What the system must model

The Labour Law sets minimum entitlements: annual leave that increases with service, sick leave in tiers of full, partial and no pay, maternity and paternity leave, leave for Hajj once, marriage, bereavement and exams, plus the public holidays for the two Eids and National Day. Contracts and policies often add to the minimum. The HR system needs each type as a policy with accrual, eligibility, pay treatment, carry-over and encashment rules, effective-dated so changes apply cleanly.

The specifics below apply to Zoho People, Odoo and ERPNext. Entitlements are described in general terms; confirm the current provisions and your contracts with your advisers before configuring.

Configuration decisions

  • Accrual monthly or yearly, and whether leave can go negative.
  • Carry-over limit and expiry.
  • Encashment on exit and whether unused leave is paid on the last wage.
  • Hijri-based public holidays updated each year.
  • Approval routes by department and delegation during Ramadan and Hajj.

Payroll effects
