Tracking Qatarization and Qatarization in your HR system

Most Qatar companies learn their Qatarization position from the portal after a change. An HR system that holds the right fields shows the ratio daily, forecasts the effect of every hire and exit, and keeps the evidence.

What the HR system needs to know

Qatarization classifies establishments into bands by the ratio of Qatari employees to total workforce, with thresholds that depend on the activity and size of the establishment, and with rules on which employees count and how. The band affects visa issuance, transfers and services, so a drop is expensive. The HR system can only track it if each employee record carries nationality, the establishment or entity they are registered under, the GRSIA registration status and the dates that decide whether they count for the period.

The configuration below applies to Zoho People, Odoo HR and ERPNext HRMS. Thresholds and counting rules change; the system holds the current values as effective-dated parameters, and the ratio it shows is a management view to be checked against the portal, not a replacement for it.

Configure the entity structure

Multi-entity groups register employees under different establishments, and the ratio is per establishment. Model each establishment in the HR system, assign every employee to one, and make transfers between them a recorded event with a date. Without this, the group ratio looks fine while one establishment slides into a lower band.

Track the fields that count

Nationality, GRSIA registration and its date, employment status, contract type and, where relevant, special categories the programme treats differently. Configure validation so no employee can be active without them. Keep effective dates on changes so the ratio can be recalculated for any past period when a review asks.

Build the dashboard and the forecast

The dashboard shows, per establishment, Qatari headcount, total headcount, the ratio, the current band threshold and the headroom to the next band up and down. The forecast recalculates the ratio for planned hires and expected exits, so recruitment can see that hiring three non-Qatari technicians next month drops the band unless a Qatari hire is made first. Alerts fire when headroom falls below a set number of employees.

Use the same data for hiring and reporting

Recruitment in Zoho Recruit or the ERP's recruitment module can carry the nationality requirement per vacancy, tied to the forecast. Reports for management and for reviews come from the same records: headcount by nationality and role, changes in the period, and the ratio history.
